  1. Col,
    1 - Light scratch on the {square} {material} (6) - SCRAPE Annotation pending:
    S CRAPE where CRAPE is also spelled as CREPE, as per http://www.thefreedictionary.com/crape.

    21 - Timepiece of a wizard has strings in place of a line (5) - WATCH

    I could think of WITCH -I(Line) + A. But A=?

    23 - About to notice again the core group (5) - {C}{AD}{RE}. Is Notice = C?

  4. @ Raghunath - 'A' is from strings ~ violin strings are named G, D , A and E.

  5. Gemin,
    You need to use all the elemnets in the clue in cryptic crosswords to get the answer and not just the meaning of one word. For example in
    Blink an eyelid in front of the king who surrenders

    Blink = Anagram indicator
    an = connecter
    eyelid = Anagram fodder
    Blink an eyelid = YIELDE
    in front of = position indicator
    king = R
    who surrenders = Definition

    Which gives you YIELDE*{R}

  6. And similarly for 15A

    Cash stipends = Definition
    to help = ASSIST
    a worker = ANT
    on = Position indicator
    the liners = SHIPS

    {ASSIST}{ANT}{SHIPS}
