Hit the nail on the head is a phrase which is used to indicate that the answer is absolutely correct, ON THE NAIL is a fallout from that phrase

I think the clue works better if we take roughly = C, and read the clue this way for the anagram: "Used [letters of HORSE+C] to [form a word for household tasks]"
