17 - Flower girl in 1930s dance troupe? (8) - BLUEBELL ? Just a guess based on the crossings, looks correct as the Flower is right
19 - UK group steps in in US city (2,4) - EL PASO ? Got this from the crossings
20 - Chess piece thrown by the Parisian (6) - CAST{LE}
23 - Box squadron's leader, of more than average height (5) - S{TALL}

  4. Across 26 : ' Over Easy' is egg fried both sides {as opposed to ' Sunny Side Up' )

    Down 17 : Miss Bluebell ( real name : Margaret Kelly) was the founder of a troupe of cabaret dancers called 'Bluebell Girls' in Paris 1930s. Subsequently they moved to Las Vegas.

    Down 19: PAS is the ballet step and it is in ELO ( the UK rock group called Electric Light Orchestra, from Brimingham)- EL PASO
